Mission Statement
The mission of the Richland County Elections and Voter Registration Office is to conduct elections according to Federal and State laws; to provide every eligible citizen with the opportunity to register to vote; participate in fair and impartial elections; and have the assurance that their votes will count. This mission shall be achieved by continually reviewing and improving the voter registration and election process. All board members and staff personnel are dedicated to maintaining the integrity and accuracy of the election process. We believe in the importance of each citizen’s right to vote.

To vote in South Carolina you must be registered. To register to vote, you must:

Students may register to vote where they attend college only if they establish that they are a bona fide resident of that community. In establishing such residency, students must demonstrate that they intend to remain in the community permanently or indefinitely.Assistance at Polls
Assistance in marking a ballot is allowed only if the voter is blind, illiterate or physically disabled. A voter entitled to receive assistance may choose anyone to assist except his employer, agent of his employer, or an officer or agent of his union.
Absentee Voting
If you will be absent from your county of residence on Election Day, you may be eligible to vote by absentee ballot.
Determine if you qualify for absentee voting by clicking the Absentee Voting link to your right, or
contact the Richland County Elections and Voter Registration office at (803) 576-2240.
Absentee ballot applications are available online at
www.scvotes.org.
To receive your online application, you MUST be able to print your application.
Mail it to the Richland County Elections and Voter Registration office, P.O. Box 192, Columbia, SC 29202.
Absentee ballots are not available online except to military and overseas citizens.

If you move within Richland County, complete
the change of address form
and mail it to the address above;
or scan and email it to
rcvoterapplication@rcgov.us.
