Mission Statement
The mission of the Richland County Elections and Voter Registration Office is to conduct elections according to Federal and State laws; to provide every eligible citizen with the opportunity to register to vote; participate in fair and impartial elections; and have the assurance that their votes will count. This mission shall be achieved by continually reviewing and improving the voter registration and election process. All board members and staff personnel are dedicated to maintaining the integrity and accuracy of the election process. We believe in the importance of each citizen’s right to vote.

To vote in South Carolina you must be registered. To register to vote, you must:
- Be a citizen of the United States of America
- Be a resident of South Carolina, this county and precinct
- Not be under a court declaring you mentally incompetent
- Not be confined in any public prison resulting from a conviction of a crime
- Never been convicted of a felony or offence against the election laws OR, if previously convicted, served your entire sentence including probation or parole or have received a pardon for the conviction
- Claim only one address as legal residence
Applications to vote may be made in person at the Voter Registration Office at 2020 Hampton Street or at voter registration drives throughout the County.
Online voter registration is available at www.scvotes.org. To complete voter registration online, you MUST have a valid driver's license or identification card issued by the S.C. Department of Motor Vehicles.

There is no length of residency requirement in South Carolina in order to register to vote. You can register at any time.
You must be registered at least 30 days prior to any election in order to vote in that election. Registration by mail must be postmarked no later than 30 days prior to that particular election to be eligible.
Students
Students may register to vote where they attend college only if they establish that they are a bona fide resident of that community. In establishing such residency, students must demonstrate that they intend to remain in the community permanently or indefinitely.
Assistance at Polls
Assistance in marking a ballot is allowed only if the voter is blind, illiterate or physically disabled. A voter entitled to receive assistance may choose anyone to assist except his employer, agent of his employer, or an officer or agent of his union.
Absentee Voting
If you will be absent from your county of residence on Election Day, you may be eligible to vote by absentee ballot.

To receive your online application, you MUST be able to print your application.

Absentee ballots are not available online except to military and overseas citizens.

Did You Know?
- For identification to vote in person, you must present one of five types of valid IDs: SC Drivers License, SC ID issued by the SC DMV, voter registration card with photo, Federal military ID, or U.S. passport. If your voter registration card is ever lost or stolen, you may obtain a duplicate, even on election day, from the Voter Registration Office. For updated information on Photo ID, visit

- Husbands and wives cannot vote in the same voting booth.
- Polls open at 7:00am and stay open until 7:00pm.
- You can apply for an absentee ballot for any primary general election as early as January for any calendar year.
