The Richland County Strategic Plan serves as a broad policy outline to guide council’s priorities over the next five fiscal years: July 1, 2010 through June 30, 2015. The overall goals and strategies of the plan will be implemented through a series of annual action plans developed by council each year (during the annual council retreat) and funded through the county’s annual budget process. The plan will be carried out and evaluated annually by the county administrator and members of Richland County staff to ensure progress toward meeting the council’s desired goals and objectives.

The Richland County Strategic Plan is the result of a joint effort between Richland County Government and the Clemson Institute of Economic and Community Development at the Sandhill Research and Education Center .
