Background

The American Recovery and Reinvestment Act of 2009 (ARRA) is an economic stimulus package that was enacted by the United States Congress and signed into law by President Barack Obama on February 17, 2009.

The stated purpose of the ARRA is:

  • To preserve and create jobs and promote economic recovery;
  • To assist those most impacted by the recession;
  • To provide investments needed to increase economic efficiency by spurring technological advances in science and health;
  • To invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits; and
  • To stabilize State and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases.

The $787 billion “stimulus” program contains several components including: tax cuts for individuals and businesses; increased funding for education, healthcare, and social programs; new programs designed to promote energy efficiency and conservation; and a significant investment public infrastructure and community development.

For cities and counties receiving stimulus funds under the ARRA, the federal government is requiring unprecedented levels of transparency and accountability. This website will provide a useful tool for Richland County residents to access information about Richland County’s stimulus effort. Please check back often for up-to-date information on grant applications, status reports, and to see how – and where – your tax dollars are being spent.
