To oversee the County's transportation and engineering needs while assisting in the maintenance of the County's infrastructure with sound engineering solutions.
The focus of the Transportation Section is to maintain safe traffic operation on our County's roads and to implement capital improvements for the transportation network. The Transportation staff works in a project management role with the cooperation of contracted private Engineering firms throughout South Carolina who uphold the efficient use of public funds as their highest priority.
Within the Transportation Section there are three subdivisions that work in conjunction to promote the quality, safety and the efficiency of the county's road network through sound engineering principles, quality construction, and diligent oversight and effective maintenance. The Transportation Section works alongside of the newly-formed Transportation Penny Department.
Subdivisions within the Transportation Section:
Traffic Operations installs, inspects and maintains traffic signals; signs traffic calming measures; and also identifies, plans, designs and oversees construction of safety and capacity improvements, such as turn lanes, median modifications, sidewalk improvements. These improvements are multi-scale projects that will enhance traffic flow and promote safety. Traffic Operations also issues Traffic Calming Packages to citizens that request to have traffic calming measures installed and then investigates these requests to see if the area meets the requirements to have the traffic calming measures installed.
Roadway and Bridge Inspection Management oversees consultants in the study, design and permitting of capital improvements on major roadway projects. The process begins with consultant selection and proceeds through design and planning stages. It is the responsibility of this section to coordinate with a variety of agencies to ensure compliance with all applicable governmental regulations.
Road Construction/CEI has seasoned inspectors, skilled in contract administration, whose job it is to make certain that all Transportation Section capital projects are constructed in conformance with approved plans and specifications, whether it be roadway, sidewalk, or traffic signals. The team's focus is in the oversight of contractors and consultants to ensure that they provide quality construction that is on schedule and within budget.
Stormwater Engineering Section
The Stormwater Engineer is responsible for investigating roadway, sidewalk, drainage, and flooding complaints from citizens both inside and outside of Richland County Rights-Of-Way. Once the investigation is complete, the Stormwater Engineer determines if the issue is the responsibility of Richland County, and if so, the best course of action to address the issue, whether it be by bidding the work out to a contractor for larger projects or by completing a design and giving it to the Public Works in-house Projects Crew to complete. The County Right-Of-Way Agent is responsible for preparing easements, obtaining signatures, and then having them recorded with the Register of Deeds for County drainage projects. The Agent also prepares permissions and obtains signatures when emergency road maintenance or emergency drainage maintenance requests are received.
The Agent maintains the following databases for Richland County:
- Roads and Subdivisions owned by the County
- Drainage easements obtained by the County
- Encroachment permits issued by the County
The County survey crew primarily supports the Public Works Department as well as other County Departments with land-related and drainage issues through document research and on-site surveys.
The survey crew is usually involved with the following work:
- Research and surveys for the design and correction of storm drainage problems
- Survey of County properties as requested
- Consultation with various departments concerning land issues
- Construction staking for County projects
- As-built surveys of projects installed by County crews
